Expansion

When the Treaty of Rome was negotiated and signed, it had been with a view to future expansion of the EEC. After the UK first applied for membership in 1961 of what were then three Communities, Ireland, Denmark (also in 1961), and Norway (in 1962) were soon to follow.[66] However, the UK, Ireland, and Denmark did not become fully-fledged members of the EEC until January 1, 1973.[67]

1968 had been a tumultuous year in Europe. London, Paris, Berlin, and Rome had experienced mass political protests, but the USSR invasion of Czechoslovakia, student protests in Yugoslavia, and a political crisis in Poland also enveloped the continent. Hallstein’s successor as President of the EEC Commission, the Belgian Jean Rey, publicly warned of a crisis threatening what the Community had thus far achieved. A European Parliament Congress met in The Hague on November 8-9, 1968, which demanded the rapid development of the EEC, including its expansion.[68] There is little doubt that the EEC perceived the “Prague Spring” in particular to be a threat, given that Soviet tanks had rolled into a territory that bordered West Germany.
